It's not a question if he's actually running, not yet. It's a question of why he has to say he's running, at this point.

If he said he wasn't running, what would that mean for Kamalala? The party would want their 2024 POTUS candidate to ideally run from the incumbent position of VP.

If Joe's running or least says he's running, Kamalala is not an immediate crisis because she can be replaced during the 2024 Democratic convention. But if he's not running, they would need pathetic Kamalala removed and replaced with their candidate, ASAP. Probably someone like Buttgiggles.

So Joe can't say he's not running until/if they get the Kamalala replacement set up. Their political machine seems to be running pretty rough these days.

The only way I see them off-loading Kamala without a big internal ruckus in the D party is to put her on the Supreme Court.
I’m guessing if they strong-arm Breyer to retire, they could get a few squishy Rs to vote to confirm her.
Then they install the preferred candidate for 2024 as VP.
