Every state that allows mail in ballots needs to make a law stating if the ballot does not arrive by Election Day it will not be counted. Either mail it a couple of weeks before Election Day or hand deliver it.

What needs to happen is any voting official that touches a ballot after election day needs to go straight to jail.
