OK, let’s say Brandon nominates Kamala to SCOTUS should a vacancy occur. Would she have to resign as VP before she could be confirmed. Nothing in the Constitution says so. If all the dems voted to confirm her and all the Republicans voted against her, could she be the tie-breaking vote to get the position.

Very unlikely: the Senate is currently 50/50 with VP as tie-breaker. If she is "elevated", how would his VP choice be confirmed by both houses?. Result: no VP, no control of the Senate.
