Yes they’re doing all they can to get more blacks in BB, black Latinos don’t count. Of course white players are shunned in the NBA.
This fool is an outright liar. I do not know about the Braves. However, the Astros have a few black players as starters, including a starting pitcher.

Latino is really overall a mixture of races.
Aboriginal Americans may be classified as Asian (mongoloid, to be proper). They seem to be the base of what we think of as “Hispanic” wi5 mixes surely in there.

To get to the major leagues in baseball, one starts in the minor leagues or farm teams. The pay is very low :
“An average AAA baseball player makes about $15,000 according to The Athletic as of 2018. The average single-A baseball player makes $6,000, while an average double-A baseball player makes $9,350. Minor League Baseball isn’t a fascinating sport where players earn a good salary.”
Football recruits from mostly colleges (there is a minor league with a 10 game schedule but they don’t seem to be paid jobs) so there is a higher chance of landing a larger starting salary in football than in baseball.

Former Pirates star Andrew McCutchen wrote a good article about this years ago when he was still with the Pirates. He got noticed because someone paid for him to play travel ball IIRC. Many poor kids (black and otherwise) cannot afford travel ball, so they don’t get the coaching necessary to become advanced in the sport. And college scholarships are mostly partial only in baseball. And after you get drafted, if you didn’t get a high round signing bonus, you play for years in the minors for peanuts. So talented athletes from poorer backgrounds in the US choose other sports where the payback is more immediate.
Also, baseball is hard. It requires skills beyond running and jumping and it takes years for most athletes to perfect those skills to the level necessary to make real money. Raw athletic ability helps and will get a player into the low minors but they often stall out in the high minors - hitters can’t learn to recognize spin and pitchers never learn command.
