But if you think about it, the idea of its taking years to come to trial in a juvenile case would be self-defeating to the stated purpose of what is called juvenile justice. The whole system is geared toward turning wayward youths’ lives around. (It fails to do so much more often than not, but still they go through the motions). Also, what the judge is really deciding isn’t guilt or innocence per se, but rather what does he think is best for the juvenile involved.
Many kids, especially girls, have been confined without having broken any laws at all. Because of funding this is highly unlikely now—states aren’t interested in feeding and housing kids who aren’t criminals, but it can happen.
As to appeals, I’m sure there is a process, but like virtually everything else connected with the juvenile justice system, it is all done behind closed doors.
