shut down of many businesses.So lets talk this all the way through. A small business shuts down because the owner of said business refuses to pay wages high enough to get employees. So what happens next? Does the owner get a real job?

I had a business fail in my younger days.
Not fun.
Eventually I got a good job, but I had to move out of the area to do it.
