In Virginia it was a convention to consider the issue. Mass meetings of citizens in every jurisdiction elected delegates
to the convention. At the convention, secession was defeated in initial votes. Then Lincoln called for 75,000 volunteers to fight their fellow Americans who wanted to create a new southern version of the US.
