It is probably larger than 23.9% because of under classification of hate crimes committed by blacks.
Of the assaults on Asian people, I have yet to see a white person as the perpetrator, it is always black perp.
It has to do with the fact that there are no such studies.

There should be mountains of video available, you know, Asians getting slugged or pushed on city sidewalks, jumped on trains, pushed around in convenience stores.
When that Asian shot up a Collierville, TN Kroger’s they looped the news 24/ 7, to avoid reporting that fact. It was NOT a White, Male Christian.
I don’t care what your skin color is, I care you are a good person. Most of the cashiers, baggers on our Navy base are Asian women. Very nice ladies.

Asians are under attack from white people. Ultra liberal whites like DeBlasio who wants to kill the gifted school program in NYC because Asians are way more successful than blacks and Hispanics. And the white liberals who push affirmative action admissions at universities because they want to deny Asian students from being rewarded for their hard work. White liberals hate Asians and every non-elitist white person.
Black people are more likely to be assaulted by Black People.
Hispanic people are more likely to be assaulted by Hispanic People.
BUT..
Asian people are more likely to be assaulted by Black People.

The source of the anti-Asian bias from some segment of the “black” population is in my humble opinion derived from the observation of the life-success of so many Asian Americans and some folks resentment of that.
Blacks who have the typical Chinese attitude (valuing education, work and family) are usually successful. And always welcome in my neighborhood.
