But it's true that they have been belligerent and intend to steal as much territory as they can get away with. The thing is, everything they do is calculated to fall just short of being an act of war. They also know that in negotiated settlements the aggressor can always leave the table with more than what he started with. Grab some territory and return a portion to mollify the indignant court of world opinion. They get to keep the change.
