It wasn’t a private audit, unless the state legislature is no longer a function of government.
The audit was contracted by the Republican caucus of the Arizona legislature. Almost all of its funding came from private donors. I don't believe the whole state senate ever voted to approve the audit. So to say it was an effort of the state legislature is a bit of a stretch.
