The Board of Supervisors are playing games with the subpoenas. My best guess-do not show your proof to the Board of Supervisors while they have time to effect another layer of coverup.
Mebe, pure speculation, the tapes of that Board of Supervisors guy, the one that resigned, got a few more whistle blowers to step up. Any newly revealed stories need to be analyzed against all current information.
That would cause a delay.
