“We the People...” was the preamble to the constitution. What you’re likely thinking of is the Declaration of Independence:
“When in the Course of human events, it becomes necessary for one people to dissolve the political bands which have connected them with another... “

I’m sure the state could do so. It just has no legal effect. The Electors were sent. They voted. The Congress accepted the Electoral College vote. That part is done.
