A forensic audit looks at each vote individually and can/has id’d which votes are illegal. Saying the illegal votes “can’t be id’d” makes no sense. If that were true how did they id those 1000’s of votes from people who moved out of State before the election and were ineligible to vote? How did they find and count votes from non existent voters etc?
But unless the ballot itself has something wrong with it then it cannot be identified as being connected to an illegal vote once that ballot is dumped in the pool with all the other ballots. It does not matter if you later say someone turned in an illegal ballot. If you don’t catch that before the vote is counted then you can never take it back out.
