Let poor people live in them? There were no walls, no utilities, no furnishings. Each floor was empty, no rooms, no walls, no windows, no doors, nothing. Poor people are already living in other decrepit buildings with minimum living standards.
And maybe the Builder/Contractor too.

We did the same, after thinking that sticking all of our drug dealers and Welfare Queens in high-rises would solve the problem of ‘poverty’.

That’s a hoot! She missed the big show. And those Chinese buildings were probably not suitable for human habitation . . . well, maybe for the Chinese, but not for any First World folks. There are countless Youtube videos highlighting shoddy Chinese construction. Many of them are downright horrifying.
These weren't implosions, someone in one of the buildings just closed their refrigerator too hard. ;^)
