Technically true. Hong Kong was the closest thing to free city in the near past though. That invokes a spirit of kinship with true Americans, so ally is a fitting construct.

I wish America had acted decisively when the lease was up, but alas, we were becoming more totalitarian ourselves. History will not be kind to our domineering overlords.
