There’s been attempts in other countries to use HCQ, Ivermectin and the rest as prophylactics, giving them to health care workers. The studies are reported at PMC where the original, encouraging, 2005 SARS HCQ paper can also be found.

The results I read were mixed in India but apparently not good enough to warrant using them. In Vietnam they didn’t see any benefit, HCWs caught Covid at the same rate whether they took the prophylactics or not. Africa has tried this stuff as well.

My working hypothesis is that HCQ worked better against the earlier variants but got overwhelmed by the more contagious delta variant.

I'm also generally skeptical about claims made in third world countries and/or from data derived from them.

Here is a recent report from Oslo Norway that I do find credible.
