No can do. It will take them years to go modify the contracts and re-negotiate impacts to costs/rates, deliverables and schedules, etc. ... on every government contract, on every task order, etc.???
Government contracting officer: "Your personnel working on the Acme Rocket must now be vaccinated."
Acme contract specialist: "Please put that in writing as a contract mod."
Government contracting officer: (several days later) "Here's the contract modification."
Acme contract specialist: (several days later) "Fine, we'll study the impact of this modification and get back to you in 30 days with updated costs and schedule."
Government contracting officer: "What do you mean? Just get everyone vaxxed and keep working!"
Acme contract specialist: (several days later) "No can do. We anticipate losing at least 20% of our workforce on the contract, possibly as much as 50%. This will no-doubt delay all deliverable products and services. It will also reduce efficiencies as we will have to train the new people being brought on contract. This will take time away from remaining personnel, reducing their effectiveness. We also anticipate delays in suppliers providing subcomponents. We also anticipate cost increases from the suppliers due to these mandates. Finally, the entire program is now at a much higher technical risk of failure as several of our key top people are close enough to retirement they are leaving. These people's experience and knowledge simply cannot be replaced. Estimating the cumulative effects of all these consequences of your contract action is going to take us at least 30 days."
Acme contract specialist: (30 days later) "Our performance risk is now significant. Critical deliverables will be delayed 6 months, non-critical deliverables are delayed 12 months... Cost for remaining billable hours will increase 45%, product item costs are up 27%. Now, should we talk about the impact to the rocket powered roller skate contract..."

Good one, that is what is going to happen at my sons VA, most of the non medical staff are unvaccinated. The Vets might not have food, or clean bathrooms if they implement this nationwide.
