I might just build that turbidity sensor for use in my project boat. More for fun than need. Ballast system, potable water purifier, and wash down.

...They have to be running to be affected ...

EMP will destroy devices that are turned off. The EMP pulse will induce destructive currents on electrical conductors, irregardless of whether the device is on or not. Magnetic fields induce current just because it pushes electrons. Electrons and wiring exist in semiconductors regardless of the powered state.

All Unshielded Electronics

No, an EMP attack would not disable all vehicles. According to a study conducted by the United States EMP Commission, only about 1 out of 50 vehicles are likely to be rendered inoperable. The effects of an EMP on hybrid and electric vehicles, however, have yet to be studied and is currently unknown.

That reminds me, a few years back the regulators of the dairy industry approved O3 injection to washing machines in place of bleach for cleaning towels. I bought one, lasted just past the warranty. I harvested the organs for my boat.
