In order to take advantage of Lithium or Rare Earth Minerals in Afghanistan, you would need some massive infrastructure, roads, heavy equipment for mining, etc...which none exists in Afghanistan...
What China is concerned with is Islamic Terrorists in Afghanistan figuring out that China has several million Uygurs in concentration camps and working as slave laborers....and China is concerned with Muslim Terrorists spilling over the border into China and creating chaos..
And/or making sure more lithium doesn’t get to market...?

Muslims generally have no problem with slavery. They may look to the Chinese as models of efficiency here.

I'm assuming recent advancements in lithium battery tech has probably increase its demand hugely. And China will do whatever it takes to secure the world's largest deposits - even if it means blackmailing the current administration with evidence of criminal wrongdoing.
