Nope. Transponders. Just like the ones for toll roads now (EZ-Pass, SunPass etc.). No vaccine, no transponder. Get caught on license plate camera going through without one you get fined or arrested.

Somewhere tucked away in the yuge infrastructure bill is probably the money to implement this.
