That’s exactly what it is.
In matters of health emergencies, the power lies with the states. That’s why Trump and Biden could only mandate masks in Federal properties.
We’ve been at this for a year and a half and people still don’t understand how their own government works.

Colleges that mandate vaccinations would be a good place to start a BDS ( Boycott, Divestment and Sanctions ) movement by demanding a refund of tuitions - especially if the vaccinations were not mandated before tuitions were paid. Students could go to court over it...maybe a class action lawsuit.
Students are not just students. They are also customers buying a product......and education...or whatever passes for education these days.
