You know, if we had an FBI/DOJ that was actually interested in stopping voter fraud they’d stop this. Or they’d do something proactive like looking around various Walmart’s and Costco’s etc. to see if there was a run on black ink cartridges for common printers. Maybe check with Amazon too. You know, because it might be interesting to know if a few people suddenly decided they needed dozens of ink refills all at once...

Not a federal election.
The absence of a federal candidate from the ballot can present federal law enforcement with special challenges in attaining federal jurisdiction over election crime. Those challenges can sometimes be met, provided the investigation focuses on identifying additional facts that are needed to invoke application of the federal criminal laws that potentially apply to both federal and non-federal elections. These generally include election frauds that involve the necessary participation of public officers, notably election officials acting “under color of law,” voting by non-citizens, fraudulently registering voters, or paying voters in violation of state law.

Try proving any of those with witnesses. They will end up missing. California is one of the states that has been successfully disenfranchising voters for generations. And expecting the State to protect voters by investigating itself is truly a innovative concept. Won’t see it in my lifetime.
