So far Biden has left mandates to the states and corporations so that his cabal can claim it was not them who force the masks. They just recommend it to supposedly save lives. This puts the public anger on the states because so far they know most red states complied. Why answer or face lawsuits when you can get others to do the dirty work?

I think the cabal was fine with Blue states beating their own wives while Trump was in charge. They are not going to keep doing it, while they are in charge, however. With the cabal in the WH, it is time to beat the Republican’s wives.
I don’t understand your memory of compliance. I believe that it was Red states that had the least intrusive mandates and lifted them earliest. The exception to this, in my memory, is Cuomo running the subways until NYC was overrun with COVID.
