In FDR’s days they created permanent structures we enjoy today; he couldn’t stomach the thought of paying people not to work (and he feared Bolshevism as well, often stoked by desperate people).
What work is a “civilian climate corps” person going to do? This is just more fake jobs for the urban permanent underclass; blatant wealth transfers...
Recycling trash inspectors, tire inflation checkers, thermostat monitors........
I am serious. A female co-worker in the 1970s grew up in Nazi Germany. She said the programs for Hitler Youth were beneficial in that they promoted exercise and working out in the fresh air on projects.
She also said “One problem with America is that the leaders don’t make enough decisions for people. People don’t know it sometimes but they want to have someone in the government tell them what to do. Too much freedom causes stress and confusion.
And then locate the one who sent them. Wash, rinse and repeat.
