I’ve read where Namibia is sitting on a potentially giant oil field, as well as offshore. My concern is the political risk to investors in dealing with African governments.

Namibia is actually a pretty stable country. Good for them if they can develop their oil fields. If you want to get a tour of Namibia, follow Itchy Boots on YouTube. She's a Dutch geologist who is touring the world and is in Namibia right now.

And, yes, from what I have read, it appears that Namibia is very stable. I recall that it was named as one of the top three.
