In theory with a large enough aperture and active optics resolving down to 1 to 2 cm resolution is possible from low orbit. Think Hubble space telescope sized mirror only nation technical means level of raw technical force would accomplish such things. I have seen xx cm level space imagery good enough to tell if someone is wearing a two piece or not on a beach and if they are sunburnt or not.
