I think many people would be surprised to find the Emancipation Proclamation only freed the slaves in those states in rebellion against the United State.

And of course, it only really took effect when Union troops were able to take control of rebel areas (or slaves could reach such places). The E.P. specifically excluded areas under Union control already and left slavery untouched in Union slave states and territories.
