Arguable, at best. Heavy bomber accuracy and range were mostly inadequate to the task. Stray bombs were likely to hit the camps even in a successful attack on the tracks. In addition, attacks in Eastern Europe were at the limits of US bomber range, which made for limited payloads and complicated, costly operations. Military considerations were definitively against such attacks, even if moral considerations might have argued for limited, demonstrative low level attacks by more accurate fighter bombers.

When we say “no matter the outcome,” we must think about the lives that were at stake. It is not easy to say to a man, “Go face death for the sake of those other people.”
Our military does that all the time, perhaps never so spectacularly as in WWII, but we still cannot be profligate with their lives.
Not saying that I necessarily agree with FDR—not a fan—but such a decision cannot be taken casually.
