Such a tax will be totally unenforceable.

Some small island nations will always be tax havens—they just may have to get smarter about hiding it.

Likewise companies will get super creative with offshore “affiliates” (or some new term yet to be named) so that the profits are generated offshore and the onshore corporation shows minimal profit.
