I will admit upfront, I have not been following the latest news in Israel. But I do wonder whenever I read about them destroying homes, or in this case a 12 story building, as mass punishment for the acts of individuals. They might enjoy the vengeance, maybe can justify it, but this only create further hate and risks war crimes.

Everything in the Middle East is tribal. You cannot just punish the individual, you have to punish the family, clan, and/or tribe to force them to police the behavior of their radical relatives. If Gaza is going to allow/actively support rocket attacks then all of Gaza has to pay.

Judging from previous actions, I’m pretty sure that Israel is monitoring 24/7 the locations of the top people in Hamas and other enemy groups. Israel knows all of the locations of enemy sites, rocket launcher locations, etc.
And before the dust even settles after an attack on Israel, one or more of those sites is attacked. Or a enemy leader’s car taken out as he travels.
I’m not positive, but I bet this 12 story building had a command post or something in it. Of course Hamas has been known to put those in hospitals or residential buildings as well.
