To willingly infect countries shows absolutely no logical reason and would slitting their own throats diplomatically and PR-wise. What is more likely is that it spread from animal in one of the wet markets, or was being studied in the lab and escaped by human error, and then true to Chinese Communism, they moved with ferver to cover it up and not come clean.
