Why not a simple majority to create the law?

No, they only need a majority in both the House and Senate to pass the legislature.

But, if the filibuster remains in tact, they'd need 60 votes to end get a vote of the legislation.

Why do they need 2/3rds? It’s not a constitutional amendment. I was wondering if they would need 60 in the Senate.

I agree, though, that it won’t happen. Heck, if it got through Congress Biden may veto it since Biden set up a Commission to study it and make recommendations to to Slow Joe.
