You can easily see how a tag wouldn't be visible to police particularly at night even after the car had come to a stop.
That may be true. But once the cops were made aware of the valid tag things should have de-escalated immediately.

Doesn't the dealer put the tag on the vehicle for the customer?
I'd be surprised if it wasn't, and its reasonable for the customer to assume it was done properly.
