I don’t think it’s theoretical in my state - New York. We already have the “Excelsior Pass”.

I think the idea is for the government police state agencies to be involved here. The vaccine passport is an app and will have the capability of expanding into other areas. Links to travel, perhaps social media, digital currency.

Because they want there to be ZERO resistance by the time the passports become FACT.
