The charter of a bank, state vs. national, or whether the bank is a Fed member or not makes little difference. All commercial banks are subject to the same Federal regulation with little variation. State banks may have different lending limits than national banks do, but otherwise their banking powers are substantially the same. The issue is ownership; irrespective of the charter, a regional or local owned bank is less likely to be "woke" than are the largest money center banks.

when you drop below the money center banks, the regional banks tend to be Republican, as may be seen below: (The former percentage is Democrat; the latter Republican)

I suspect that, if you were to eliminate locally owned banks outside the Northeast and West Coast, banker contributions are strongly Republican.
