I remember that-it seems to have changed when employers started to have problems with employees who overindulged in their favorite substance and caused problems that couldn’t be brushed off...It changed when drug testing became an industry and insurance companies started mandating it for even the most brainless, menial occupation.
I understand airline pilots but did it really matter back in the 90s if the clerk at Blockbuster was stoned?
