Maj. Gen. Walker, commander of the DC National Guard, testified that he was prohibited by the acting Secretary of Defense from moving his troops or even issuing them protective gear. Miller, I believe, was that acting Secretary of Defense.
One might think that Miller, looking at the possibility of getting blamed for the delay in National Guard response, is looking for a scapegoat.

Miller is compromised in the same way SC Judge Roberts, AG William P Barr, most of the FBI and CIA are.
