Sounds like an old guy hitting on younger women, not smoothly either. But no quid pro quo, no retaliation. Not a hostile work environment, just unpleasant.
After all these years, could not one of these women have said, “I want to keep this on a professional level.” We tend to deflect unwanted attention rather than deal with it straight on, but where’s the woman who told him to knock it off, and if there is one, how did he react?
As these women are presumably Democrats, I wouldn’t expect them to react in the rational and mature manner you suggested.
