The recently voted DC Constitution (70% approval) clearly defined a federal District of Columbia including all the parts the Founders outlined. The state of DC would be the area outside that boundary that includes almost all the 700,000 people who are paying federal taxes each year and have NO SAY in how that money is being spent. And who also have no desire to be part of Maryland, which also has no desire to have a part of DC.
In the event Puerto Rico does become a state, I have the perfect solution - as soon as the GOP regains power they should make the Upper Peninsula of Michigan its own state. The UP is strongly red and the Michigan State legislature would surely approve, as it is GOP controlled.
If they are smart they will reject it. Why would they want to be part of THIS mess?

If they filibuster it the 60 votes are needed for cloture. But the Constitution is pretty specific under Article IV and I think that saying an enabling act can be filibustered is a weak position.
