He did appoint Kobach. “What happened to that” is that most states’ PTB refused to cooperate with any investigations, or provide any data. Since elections are in states’ jurisdictions, there was no point in continuing that commission.
Please reference where either Trump or Kobach said that the investigations failed due to states refusing cooperation.
