If the “Internet” goes down....then The Fed/ACH problem returns. Pretty much all payment systems (VISA/MC/banks/SWIFT/checks) require electricity and comms to function.
(BTW: Bitcoin blockchain broadcasts are now available on satellite and HAM radio).
As for the past...the only things that have “failed” (got hacked) were Bitcoin “exchanges”...(non-Bitcoin system related)...never keep your Bitcoin on an exchange.
