Why would Texas windmills need a “cold package” if it rarely gets cold enough for them? Same with water pipes, and natural gas pipes. There would be extra costs not really needed.
It’s not needed, until it is. How many of those windmills need to be replaced because of that once in a lifetime storm? Will replacing them be cheaper than having outfitted as a precaution or is it cheaper to replace as such storms come up?
How many tens of billions of dollars is it going to cost to repair all the plumbing and sheetrock damage caused by the blackouts in Texas?
Whatever the “x-year flood” rating is on their storm sewer system ought to be applied to their electrical infrastructure for “x-year freeze”.
