The Turtle is making noise because he knows when the truth comes out, it will be found he and Pelosi were both aware of the threat to the Capital and chose to do nothing.

If that is correct, and because of the hazards of discovery, I believe it is, then he is just bluffing....making a big noise.
Why?
Others here have called him dumb but if you look back at his past moves you will see a pattern. He definitely is a long view thinker and planner. For instance the matter of judges. Approving the judges did not hurt him in any way but it hid the fact that he had a knife to be used at the appropriate time. So approving those judges kept president Trump from fighting him in public. He even managed to get President Trump to support him for re-election.
So there is an unknown answer for “Why?” A deflection of attention from the real plan.
I believe that is probably right.
