If a certain demographic (which cannot be named) exhibits horrible classroom behavior, attends only as the mood strikes them, and does no homework and this results in disciplinary action at a higher rate than other groups, well, that’s racism of course.

Right. And that’s why it’s really not fair to do a straight-up comparison of private and public schools. As you noted, private schools can be much more choosy.
But that public school disadvantage can be overcome - to a point - by bold leadership. In my entire public school career I only encountered one such bold leader. He was principal of my school for three years. The guy was an ex-Army paratrooper, and he was amazing. He knew how to motivate the staff, and he knew how to motivate the kids.
Why are such people so rare in public education? Bold leaders take risks. For example, that principal was not afraid to suspend disruptive kids. He was not afraid to set strict rules.
But risk-takers don’t get promoted in public schools these days. They make too many waves. So most principals take the easy way out. They don’t take any real risks.

The principals who followed were careful keep the parents and the school board happy. Luckily for a long time the district’s problem kids were few and and we were able to demand a lot of our kids.
