Agreed. I was referring to who is in command (locally, it's Walker, who on GMA referred to a peaceful transfer military power). And, Walker reports to JCOS.

I believe there is no change from that as of today. Bitem/Pelousy/Shoe-mer (or the actors playing them) could not remove them, if they so decided to do so.
