Alas, you're exactly right. There are a number of small towns and communities just outside Chicago that were established by blacks leaving Chicago, and they've remained almost entirely black. With very few exceptions, they're unable to maintain even the most modest level of public services. They all end up relying on nearby majority-white suburbs for police, ambulance, water, etc. They have little or no tax base, their elected officials are hopelessly amd shamelessly corrupt, and they won't lift a finger to help themselves and maintain their community. And of course they're entirely shameless about blaming everyone but themselves.
