Not surprising
The majority of them do not know how to fix and maintain things, basic things like house repairs, or recognizing the importance of routine maintenance, even like changing oil in cars or tools.
The smaller portion that do understand these things, do not live in places like this.

- White people were smart and knew how to make things work.
- If white people lived here, the Powers That Be would make sure the place was well maintained and the white folks were kept happy. Nobody cares about us black folks.

If it was in a white town, would whites fix it? So if it’s in a black town, are blacks fixing it? It’s a fair question.
