Obviously, there are almost 30 million doses distributed and not given yet. So there is no shortage, but problems with administering the vaccine.

Even many of the good red states are holding on giving the first injection to make sure there is enough for those of us who have had the first injection to have the second.

As Grampa Dave noted, most places wait until they have two shots on hand, before giving the first (which was the policy recommended by Operation Warp Speed). So there now are about 22 million doses distributed and not yet administered, and about 21 million people who got a first dose, but not yet their second.
The Biden Admin has been talking about changing that policy, and has been encouraging States and Localities to just go ahead and trust in future supply, and give out first doses without having a second on hand. CDC now says that its OK to give second shots two or three weeks late.
