I went to the Balkans during the negoitiations that resulted in the Dayton Accords ending the conflict. In the course of my duties, I learned that the former Yugoslavia government, controlled by Serbia, required all citizens to register their firearms, doing essentially what this bill will require.
The Serbs used this information to confiscate firearms from Croats and Bosnian Muslims in Bosnia Herzegovina. Coming soon to your own neighborhood.
