A cardinal rule in business and politics is to not hire or employ anyone smarter than yourself as a boss. Note that Slow Joe has excelled at accomplishing that rule: he has employed the dumbest, most corrupt, scummiest, etc. people in his administration ... none of the smarter than he (which is not saying a lot considering that he has earned the nickname Slow Joe).
It must be a real struggle to become dumber than Joe.
